interpret things like change:lanes=no as 0 lanes for the validator

Description

this would represent the practical use of the tag. but is not 100% correct according to the wiki
another option might be to suggest no|no if the lanes number is two.

The only valid tag without guessing would be change=no. change:lanes=no|no is only valid for a two lane road without oneway=yes and is a special case, as usually you need to use forward/backward.
