Hello,
I would like to know is you are interested in a TTS plugin for JOSM.
Please reference to this wiki article:

I think it could be useful (mainly for routing purposes) to be able to test the name pronunciation with and without IPA support.

Closing that ticket is not easy. None of the solutions really matches. I'll choose "fixed", as "invalid" doesn't sound nice.
As it was suggested to be implemented as plugin, the solution "othersoftware" might be better.
Well. You ask the wrong question :-)
If you think that topic is interesting and making a plugin has benefits than go on. There are multiple ways you can develop stuff (described in this wiki) - I'd suggest to either use the OSM-SVN or JOSM GitHub group which allows JOSM maintainers later to do certain maintenance changes.
Installation count of most JOSM plugins is not extremely high (if it is high it usually moves into core :-), but I'm sure that these people having them installed would be VERY unhappy if they didn't exist.
If you ask if "we" (I can naturally only speak for myself here) are interested, then the answer is no. ATM I myself don't need this. But I have really no idea if other JOSM users need this or not.
