Recognize typographical quotes (’, ”) in Lat Lon tool

Description

Our Notices to Mariners has coordinates that use typographical quotes (’ U+2019 and ” U+201D) instead of the more accurate primes (′ U+2032 and ″ U+2033) that are already handled by the Lat Lon tool.

It would be convenient if the Lat Lon tool would recognize U+2019 and U+201D too.
