Please stop asking this. We won't implement left drag, and a plugin is not able to change this core JOSM mechanism.

swaps mouse buttons for two-button or left-handed mice. Its value has three digits 1, 2, and 3, which represent default left, middle, and right buttons respectively. Setting to 132 will swap middle and right buttons.
