IllegalComponentStateException when opening changeset tab in upload window

What steps will reproduce the problem?

1. Edit items in JOSM and click Upload.
2. Enter comment and source
3. Click the "Tags of the new changeset" tab

What is the expected result?

The tab opens and allows aditing of changeset tags.

What happens instead?

Unexpected exception.

Please provide any additional information below. Attach a screenshot if possible.
