Should allow to save the picture (piclayer plugin background) in a JOSM session file

Description

When saving a session it's not possible to save the image together (the disable bla_003.png file):

It would be good if we could save them together.

With [o35105] it should be possible to save piclayer images from files (not from clipboard). Please let me know if this helps and if there are bugs (not proper tested yet).
