Cannot upload Amharic letters — at Initial Version

Description
While we already kind of resigned to using other system applications to type Amharic (Ethiopian Language) and then copy+paste the texts to JOSM (see https://josm.openstreetmap.de/ticket/8259), no uploading of Amharic characters is no longer working.
Steps to reproduce:
- Create a POI with tag name=ብልቭ (copy paste to JOSM, will be displayed as boxes)
- Upload
Server returns:
The OSM server 'https://api.openstreetmap.org/api/0.6/' reported a bad request. Error message(untranslated): XML Error: Char 0x0 out of allowed range
Can we please have a better support for Amharic language input and upload.
This is a blocker for mapping in Ethiopia.
