Erroneous error message for wikipedia tag

What steps will reproduce the problem?

1. Add a tag wikipedia=da:Danmark
2. Upload

What is the expected result?

Validation without errors. It has worked before but now things are broken.

What happens instead?

Validation ERROR:
"Wikipedia tag has invalid format! The value 'da:Danmark' is not allowed for the wikipedia=* tag (1)"

Please provide any additional information below. Attach a screenshot if possible.

For me, this looks like a duplicate of #17832.

Can you please check if it works as expected without wikipedia plugin.
