"Way end node near other highway" on highway=construction

Description
The way https://www.openstreetmap.org/way/681330219 triggers the "Way end node near other highway" warning.
IMHO, for highway=construction, this test should be disabled as well as for all the other "prefixed" highways. The test makes sense only for existing and used highways.
Never mind that in this case the construction status is highly optimistic. At the moment this road is more "proposed" than "construction" - it is a part of a motorway construction which has just begonnen and this service road isn't recognisable yet as such.

Why should be the construction connected on current network, if there isn't a connection at the moment and might never be?
Every big road construction I see currently won't be connected on the current network until the last possible moment it can be done and some wont ever be connected to anything else than the the new network itself.
For the others, it might be 2-3 years from now till there is a real connection. At the moment, there is a vaguely defined construction site - mostly just a pile of material near the point where the connection will be in the future.
What I could understand is a construction in the sense of the re-construction of existing road.
However, this is not the case mentioned and not the only way how roads can be constructed. Even in built-up Europe, there are places to be found for completely new roads, I have several near where I live "in work".

You can connect the last meters which are missing right now at both ends of way 681330219 with highway=proposed ways.
Some don't like this tag because it is sometimes/often used for cases where the realization of the road is not at all decided. However in cases where construction already started it is clear that the finished road will be connected to the road network so it is ok to map these ways.

I disagree. I see no reason not to connect construction roads to the road network.
+1. We should close this as wontfix. For a way mapped as highway=construction it should always be clear were the road will be connected to the road network. Else it might be in an earlier lifycycle stage like planned or proposed.
