Hello,
Is there plan to add hotkey for toggling the visibility of the currently active (with the green check mark) layer, if there's not already one available?

Yes, I'm aware of that section and those keys, however what I'm interested in is a hotkey that will directly toggle the visibility of my "currently active" layer, so that I don't actually need to count the layer number.

Hi. Sorry about the confusion, but we are just interested to know if there's a plan to implement this by official JOSM in the future, Or should we consider plugin to do this instead? Thanks,

JOSM has more than enough shortcuts and more than one working solution to toggle layers. That's why this is a wontfix.
Looking at DevelopersGuide/ShortcutsList the multikey SHIFT+S probably does what you want → toggle visibility of selected layers.
