Storage_tank with building or with man_made?

Description
We have
building=storage_tank (used 27k times) and
man_made=storage_tank (used 270k times) as well in internal preset.
So which one is preferred over another?

For storage tanks that are buildings: use both.
For storage tanks that are not buildings: only man_made=storage_tank
Note that about 94k man_made=storage_tank have building=yes rather than more detailed building=storage_tank ( https://taginfo.openstreetmap.org/tags/man_made=storage_tank#combinations ).

How can I determine if something is a storage tank, but isn't a building? The top of the structure is open?

So it's a building=storage_tank if the bottom of the tank sits on the ground?
The funny thing is, that this specific tag not documented anywhere, although used 27k times.

I'm the OP and after considering decided to close the issue.
The man_made=storage_tank still not well described, but it's the same scheme as building=school with amenity=school etc. One tag describes the structure of the building the other the function. At first sight it looks like a duplicate, but it isn't.
So it's a documentation issue which belongs to the wiki, not JOSM.
