[PATCH] Turnlanes Plugin left hand traffic enhancement

Feature: Added a checkbox "Left-hand traffic direction". If it is enabled then you can connect lanes in respect of left hand traffic otherwise default right hand traffic will be use.

Description: Right now the plugin doesn't support displaying roads/lanes for left hand traffic which makes it very difficult for editors to work on countries with left hand traffic. This feature will enable user to connect lanes in both directions.

The patch does not apply since I applied #16568. Can you please update it?
