Validator: invalid Crossing highways when tunnel=yes

What steps will reproduce the problem?

1. Have 2 tracks crossing, one with tunnel=yes
2. Start validation

What is the expected result?

No warning should be generated?

What happens instead?

There is a warning "crossing roads". See attached file for example.

Please provide any additional information below. Attach a screenshot if possible.

The warning is OK unless the tunnel is also tagged with layer=-1.

My bad, I thought layer=-1 was implicit when tunnel=yes. Sorry!
