Downloaded GPS data displayed as short horizontal oines on Windows 10

What steps will reproduce the problem?

1. Start JOSM for Windows version 14382
2. download existing data for an area including the GPX data

What is the expected result?

Existing GPX data shown along existing footpaths and roads

What happens instead?

GPX data displayed as short horizontal lines

Please provide any additional information below. Attach a screenshot if possible.
