Download Dialog hides Overpass query

Description
What steps will reproduce the problem?
- Use an overpass query, eg. use wizard with type:way and natural=coastline
- download the data , work with it, quit JOSM
- Start JOSM again
- Press Ctrl+Shift+Down to open download dialog again
What is the expected result?
Dialog should look like the last time when it was used
What happens instead?
The overpass query is sometimes hidden. Sometimes even the button for the wizard is not visible.

This seems to be caused by the download dialog being resized and then the stored height of the panel gets updated with the smaller height.

Thanks for working on this. I still see changes in the layout of the download window when I resize the window for the query wizard so that the query just fits it will look different after restart. Not a big problem, just a bit confusing. See new attachments.
In case that the quere is too complex I'd prefer to see the start of it, not the end. Like in an editor when you open a long text.

This problem is not new, I think it is as old as the overpass dialog itself, I just never found the time to make the screen shots and report it. When the worst case happened it took me a while to find out that I have to drag down part of the dialog.
I have no idea where to fix this. I think the layout has to be stored in the preferences.
