Error on startup in 14382, no downloading possible

What steps will reproduce the problem?

1. Start JOSM... (don't know exact steps as this error occurred just without any presigns, just beforehand there was a restart of JOSM after changing shortkeys in OpenRailwayMap presets

Well, it seems that it is an memory allocation problem as there is no error if there is more space on the disk... but it should give a hint that loading/... is not possible and there shouldn't be a crash of the preferences (user name forgotten, presets gone, etc.)

I assume you're the author of #16908. Please make some free space on your disk. This is nonsense to try to use JOSM as it, I already warned you you would face a lot of problems if you didn't resolve the disk issue.
