Description
Importing an osc file imports nodes just fine, but notes are not recognized. Notes may be imported using gpx files, but this is a workaround.

The file attached contains only notes. When attempting to open it, JOSM gives an error: "No data found in file."
The file was created using Osmand. The app specifically suggests exporting as GPX for JOSM, but doing so only results in the node for each note being displayed as a faint pink 'x' with a number label, which must be selected to find the tag with the actual note. The inclusion of the message about JOSM suggests that this is a long-standing, known issue.

OK so OsmAnd extended the osmwiki:OsmChange format to include notes. The format was created before notes, that explains why we don't support this yet.
