I think this might be misinterpreted as man_made=dam.

Display the ground on both sides then? The icon is not so important after all as it is a linear feature.

These 16px are really mean. Turns out it is not really possible to display both sides at 16px (atleast with my icon creation skills) and green and blue are no friends anyway:
So my suggestion is the simplest variant:
The missing water is no problem in my eyes as lots of dykes usually don't touch water directly.

Also for the wording I propose to name it Levee (American English). Our base language assumes US English on Launchpad, as we have British and Australian translations.
