Really sorry about that ...
I definitely shouldn't have added those imagery to JOSM imagery. Don't remember why I added it, but license does definitely not authorize the use of imagery for OSM. I guess I wasn't paying much attention to the license a year ago (shame on me).
I'll remove it from here.

I found two orthophoto IGN entries on data.gov.be:
The first one link to this WMS server but doesn't say a word about license.
The second one links to a download form and states "Orthophotos from 2016 will be available soon via WM(T)S." but does states the license neither.
This is very unclear! Without immediate confirmation of IGN we should remove these entries.
