[patch] Adds a new utils2plugin action, tool menu item and shortcut to copy features with parent relations

Description

Users might select several geometries (buildings for example) but not know if they are part of a multipolygon relation (that may include some unselected building geometries). To ensure that "complete" features are copied, this action will copy (and visually select) the selected features and their parent relations. The registered shortcut is Ctrl+K and the menu item is "Copy with relations".
