Error when entering a directory containing a file with a non-ASCII character in its name

Description

What steps will reproduce the problem?

  1. Make a directory with a gpx file having a non-ASCII character in its name; in my case there is a file named `20180523 182800 Horské kolo.gpx'.
  2. Invoke Open File dialog.
  3. Try to enter the directory.

Happens in both current tested and latest (13880).

What is the expected result?

Open File dialog displays content of the directory.

What happens instead?

Bug dialog appears.

I had an old setting of LANG=czech for JOSM, which is no longer recognized by locale. Switching LANG to C.UTF-8 or cs_CZ.UTF-8 helps. Thank you for the hint, closing.
