Hi!
I am Asma Ghoul, Geomatics Engineer in Land Survey and Cadastre Office (Office de la Topographie et du Cadastre) in Tunisia. Our Office wants to upload a big amount of geospatial data to OSM.
This data is produced by the Ministry of Ministry of Equipement, Housing and Spatial Planning of Tunisia.The project is called "Proville". This project is financed by Tunisia Goverment with the AFD cooperation
I need please soon reply, because i want to test OSM procedures to convince my Office to publish this data in OSM.
I would like to have a liscence to import KMZ and SHP data.

Hello,
Thank you for reaching out to us, it's a pleasure to see your interest in OSM :)
The KML example you attached opens fine in JOSM with opendata plugin. But I don't see a lot of things that could be imported as such into OSM:
- cadastral parcels are not imported into OSM (see French and Spanish Cadastre projects).
- we use cadastral data to import buildings and addresses but I don't see any of them in your example file: is your service responsible of them?
Please note this is the bugtracker for JOSM, only developers are reading it. If you want to reach out to a broader community you should contact first the Tunisian OSM community, then discuss about your import project on the dedicated import mailing list. See also OSM Import Guidelines.
