For concrete issues, it is better to have separate tickets which makes the wiki:/Changelog and the milestone handling easier and leaves more room for discussions if needed. We can still link to the "Longterm" tickets if it is useful.

Only if the tag is useful and an icon provided. A patch for the preset or mappaint style is not needed. Time consuming is checking if the tag is useful and has no issues (wiki, taginfo, taghistory,...) and finding and testing an icon. All requirements at wiki:/DevelopersGuide/DefaultPresets
