wms error Arcgis hillshade layer problem

for me: JOSM 13367
Others have the same problem mentioned in the forum.

HTTP error 400 when loading tiles
Cleared cache content. After a new click on layer imagery, new cache content is there. But HTTP error.

The server of arcgis have multiple layers.
AHN3 maaiveld hillshade, where we get a HTTP error 400 at some layers other are working, but also for the AHN2 hillshade layers

This tile is not working. But open in browser, it is okay.

The difference is this part in the string.

if I change http in https with s, the same problem.

Because the one works, not certificate problem I assume.

I use the hillshade every day, for mapping tracks and path in the woods, parks under trees and embankment.
Last day it happend. Did not update, no plugin update.
Contacted Arcgis and they say that last day they: changed to new architecture and version of used technology

And on their systems all is working well.

You need to URL endode, i.e. replace " by %22 (and spaces by %20) in the wms URL in JOSM.

Now I only changed the " in %22 and it is working. But we could also change the spaces also, in the GET it is already changed. Who changed the space in the get request, JOSM?

I contact esri if they change it because, earlier it worked well, or we need to change it and all the ones who use this. This is a layer we can only use on a privat license, the original data is Public Domain, the used Arcgis layer is licensed

ESRI answered and they made it more strict.

We need to change our link strings.
