Allow seeing more lines in the Imagery Preferences tables

Description

Imagery Preferences consists of two tables, with an "Activate" button in the middle.

The user may wish to pull the boundary between the two tables up or down to see more entries in either,
as he can do with other panels.

Alas, that Activate button and its luxurious several potential rows of blank space prevent this.

There's definitively too much vertical space consumed, we can add least reduce it.
