Thanks for your report.
Seems that https://api.openstreetmap.org/api/capabilities is difficult to reach currently.
But we need more information. So please:
- Please download josm-tested.jar to your desktop.
- Open a command prompt and move to the Desktop
- Start JOSM from the command prompt as follows:
java -Djosm.home=josmdebug -jar josm-tested.jar >josmrun.txt
- Quit JOSM
- Attach the file
josmrun.txtto this bug report.

DOH!! josmrun.txt attached.
Seems that JOSM started without any problems. Congratulations! You may want to delete the josmdebug directory from your Desktop.
Preferences lost??
No, your personal preferences are unharmed, but probably buggy. Check them in C:\Users\Bruce\AppData\Roaming\JOSM\ They hinder JOSM from starting. To get know whats going on start JOSM with
java -jar josm-tested.jar --debug >josmrun.txt

Running in Windows 7 with latest java 1.8.0_161.
Problem persists even after restarting my PC
