Simplify Way deletes nodes that are connected to other ways, if you use it you will delete crossings

Description
You shall not be able to use simplify ways on a way wich go outside an area.
To reproduce this bug download:

Now select the "Neuwiedenthaler Straße" highway and press simplify way. When you upload it (please do not do this!!!), nodes will be deleted from this way, wich are used by other highways, outside the area.

I have built a safety check into the JOSM core that is used for direct deletions inside JOSM as of r1004. However this bug relates to the Utils plugin which needs to be changed to make use of the new functionality. I am not doing this right away because this would break things for people using old JOSM versions (new Utils plugin would not work with old JOSM). I'll wait a week or two.
(Might as well just drop UtilsPlugin and integrate SimplifyWay into core? Leave UtilsPlugin as a skeleton for people to try out new stuff?)

Don't integrate SimplifyWay into main JOSM. It should be a bit complicated to get that functionality and a plugin is an additional wall a user needs to climb.
