Add power=catenary_mast

Description

We now have more than 10k power=catenary_mast, probably time to add it in presets.

It was discussed in #12297 / #12386.

It seems we had an icon for it removed in #13084.

The icon is now in images_nodist/presets/catenary_mast.svg
However the situation has not really changed since #12297. While I can't say that there is anything wrong with the tag itself, is is still mainly used in germany only on a few railways. The number is so high because there are two of these masts about every 50m on a electrified railway (with two rails).
