unify new layer checkbox text — at Initial Version

Description
- Help/Action/OpenLocation and the undelete Plugin use "Separate Layer"
- Help/Action/Download and the reverter plugin use "Download as new layer"
- Help/Preferences/RemoteControl uses "Download object to new layer"
for the same feature.
The text should be unified to "Download as new layer" to avoid confusion and to save a few translation strings.
Also the mouse over hints are similar and should be unified.
(I'm not sure if there are even more uses of these strings.)
