Description
What steps will reproduce the problem?
- Install JOSM on Windows 8.1 via josm.jnlp
- Open it and enable an imagery layer
What is the expected result?
Map view should refresh without blank transitions.
What happens instead?
I get random blinks when moving map and/or zooming in/out

Workaround/Temporary fix: I found that by installing java JDK9 instead of JRE8, it works as expected.
