Mapview blinks when zooming in/out or moving

What steps will reproduce the problem?

1. Install JOSM on Windows 8.1 via josm.jnlp
2. Open it and enable an imagery layer

What is the expected result?

Map view should refresh without blank transitions.

What happens instead?

I get random blinks when moving map and/or zooming in/out

Please provide any additional information below. Attach a screenshot if possible.

Workaround/Temporary fix: I found that by installing java JDK9 instead of JRE8, it works as expected.
