make "draw boundaries of downloaded data" ticked by default

Description
I believe that the "Draw boundaries of downloaded data" is such an important feature to have turned on, particularly for those users who are new to JOSM who might (a) not understand the dangers of not knowing the extent to which data has been downloaded, and (b) might not have fully explored all the display preferences, that by default the boundary should be shown.
I would therefore recommend that the "Draw boundaries of downloaded data" is ticked by default.

do not reuse tickets that doesn't match the title.
This does look cluttered to me.
How about use a different background color (prefer light gray) for areas have not been loaded?
