Description

People are sometimes using ​hashtags in OSM changesets comments, for examples in mapathons.

I noticed iD now recognizes hashtags from comments and sets a hashtags changeset tag, with a ​new UI.

Unlike #15232 I don't think it would be a good idea to clutter the upload dialog with this, but we could recognize hashtags from entered comment, and prefill the hashtags tag.

We could also add a new changeset_hashtags optional parameter to remote control LoadAndZoomHandler (similar to existing changeset_comment and changeset_source parameters).
