I can't reproduce this, but this is much likely a duplicate of #14092 (which I can't reproduce as well)

Can't reproduce it neither. Please attach your status report and your .osm file.

Repo steps:
- Ctrl+Shift+O - Download object 360593454
- Ctrl+Alt+D - download parents
- In relations window, right click relation 6988323 (should be the only one), and download incomplete members
- Click on empty area to clear selection
- Validate
Observe: Incorrect roundabout (highway: secondary instead of residential) (1)

The test should be limited to roundabouts whose waynodes are all :in-downloaded-area.
