Improve missing tiles from the new Esri World Imagery

Description

Is it possible to detect missing tiles from ESRI and, instead displaying the warning tile, display the tiles available from a previous lower zoom level?

For example, at 21.810133537362432, -48.209088744074116 we can see this while trying to zoom too much:

Maximum zoom level there is 19, while JOSM's layer has it as 22.
