convert lines / note to route_ref

Description

I find many stops that have a lines tag with a comma separated list of line identifiers. Often it's in the note tag.

So if note or lines contain a comma or semicolon separated list of identifiers, it would be good to convert this list to a semicolon separated list instead, ordered alphabetically.

The resolution will be deleted. Next status will be 'reopened'.
