load wms-layers underneath other layers

Description

it would be nice, if WMS-Layers would by default load on the bottom of the layer-order (maybe above validator-layer). At the moment, you have to move them down every first time you load a background image.

The latest JOSM/WMS versions from SVN already implement this behaviour.

Set your email in Preferences
Action
as closed The owner will remain framm.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
