Description
What steps will reproduce the problem?
- Select a download area with St. Jean Pied-de-Port upper right, Pamplona lower left.
- Note it says size OK.
- Click download
- Select one-quarter of that size and try again.
What is the expected result?
Downloads data
What happens instead?
"Too large" in both cases

We can only check the area size limitation. We can't check the node count limits.

The problem here is not the area but the number of objects:
You requested too many nodes (limit is 50000)
I guess that JOSM can't know beforehand how many objects there are in a specific area.
