Description (last modified by )
We all use JOSM different, each session has it's theme, where you work on.
This theme needs mostly several layers.
Worldly but also country layers (wms tms) to check.
Starting each time, you need to set up these layers in a established working sequence, with a visibility setting, controlling is also toggling between layers. All these layers must be there.
It would be nice, that we could save such preset imagery cluster (which is sequenced), give it a name and use it when starting JOSM, imagery layer cluster is set.
Now I open every time 4-6 imagery layers with a new session/Josm start.
Why:
Some plugins are annoying, they cooked in too much.
Like: Improve osm a Plugin provided by an external source.
There must be rules for it, a plugin is a help but, a plugin must never take over the layout basic working of JOSM.
Here I mentioned this imagery layer cluster as a idea.

That's why I like there must be rules, a kind of a certificate for plugins.
What they must do or not.
Are there such rules?

SessionSaveAS:
No, not aware, looked at it.
I understand it now but, ....
When saving, if you have opened other files meanwhile, you want a session to save the location of the saved files always changes.
I do not like that. I do not want a folder but a saved in preference.xml
Opening it: first you must go to the folder, but if you have saved in previous use some files as .osm or .gpx.
Then you must go all the way to this folder with saved session.
I would like to have a entry, then it pop up, all my saved sessions. And start faster.
So I can make preset layer clusters.
Relation to plugins:
Example plugin, when the Scoutsigns or ImproveOSM from Skobbler plugin is activated, when you open JOSM, directly a Skobbler layer imagery is activated.
The makers, want that because opening a imagery layer is to much work (better to direct open), they totally go by the fact that people, sometimes/mostly, use skobbler plugin activated, but do not use during the sessions, and have to delete this annoying skobbler layer, that you do not use.
This is what I mean with cooked in, the imagery layer is directly activated, it is foisted.
Or when a company, makes a plugin, the name of the company comes foisted as a imagery layer, for some a marketing trick. My impression.
They cut there self, because of this behaviour, you do not delete every time the plugin, you delete it totally and do no use it anymore. I did. Although I sometimes probably use it if it was there each to open and close.
What I do in the big list.
Most layers I give them in the layer preference a new name starting with 01. 0.2 1.2 NL: NGR: codes so that I can cluster them in alphabetic order country by country goverment by goverment company by company. Easier to find, in the big list of imagery layers.

We don't have a shortcut list like this, you need to navigate to the folder where the session file is saved.

The behavior is fine in principle. Please contact the plugin authors on the bug tracker of the corresponding plugin(s) if you like to request a change.

Maybe Help/Action/OpenRecent is helpful for you

all my saved sessions, I mean then, preset layers clusters, and not to open a file.

Are you aware of Help/Action/SessionSaveAs?
I don't understand the relation to the request in the first part.
There are no formal rules. If there is a serious issue with plugin behavior, we ask the plugin author to fix the problem. As last resort, the plugin may be dropped from the download list if nothing happens.
