JOSM does not give a message to the user when running out of memory

Description

In the past when JOSM ran out of memory, you got a popup message. That does not happen anymore, JOSM just starts behaving weird (as it runs out of memory) and only displays a message "java.lang.OutOfMemoryError: unable to create new native thread" etc. in the console.

JOSM should give a message to the user too.

JOSM v11427, java 1.8.0_111 on Windows 7

I also observed this when loading a large PBF file (Denver, from ​https://download.openstreetmap.fr/extracts/north-america/us-west/colorado/)
JOSM (19096) silently stops loading the file as soon as it runs out of memory. Only after checking the log output I noticed that there was an OOM error
- 00081.340 E: Thread main-worker-0 raised java.lang.OutOfMemoryError: Java heap space
