[patch] Expand tooltip for "Upload selection"

JOSM makes lengthy checks when uploading deleted objects using "Upload selection", see #13890. This patch proposes to add "Warning: this is very slow if there are deleted objects." to the tooltip.

Please provide any additional information below. Attach a screenshot if possible.

I wonder whether users will read the warning in the tooltip. What about printing a warning in the UploadSelectionDialog only if a significant number of deletes occur?

Tooltip won't help. We have to make the upload process faster.
