Option to not zoom to the new downloaded data

Description
Could we have an option to not zoom to the new downloaded data?
For example, if we are viewing a small map and export something from overpass. JOSM will zoom the entire new data (which is a lot, sometimes).
With this option JOSM will receive/open the data and just keep the current view and zoom level.

Yes.
But the problem is that JOSM displays all the data, takes some time (or a lot, sometimes) to render them, makes scrolling and everything else slow.
I would like to keep at the current view and avoid rendering all the data like this (ie, avoid rendering everything just to get back to where I was)

I also have my problems with this behaviour especially with overpass but also with gpx downloading in background

Where should this option be placed? In the download dialog next to "download as new layer"?

+1, yes it is needed there but also for other download functions like changeset, objects, parents and overpass. Plus do not forget the "update" functions.

There is a regression for the notes. When clicking on download notes in current view (in the file menu or the button in the "dockable window") it should not change the current view.

It has a strange issue when the area has notes.
For example, ask to download the bounding box with min lat
= -24.0019354
, min lon
= -46.51371
+ max lat
= -23.9373101
, max lon
= -46.4388657
.
Have selected both OpenStreet data
and Notes
, with Zoom to downloaded data
enabled.
See how it downloads the OSM data, properly zooms to it, them download a note (there is only one) and wrongly zooms to it.

There are still some strange behaviors.
- In the download window check osm data and gps
- download an area
- open the download window again and load an area 50km away
- the mapview zooms to the whole bounds of the two dowloads together instead of only to the second downloaded area
same happens with osm data + notes checked (in case there are in fact notes in the last bbox.)
same happens when only notes is checked.
(does NOT happen when only osm data or only gps is checked.)

I think you just have to press 8 to "zoom to previous view".
