Add a Grid facilty in JOSM similar to --debug and --trace options

Description

With the JOSM --debug and --trace options, a Grid is showed plus a column of statistics.

I propose that the Grid option be offered as an independant option to facilitate covering systematically an area when a user update.

There are various situations where such functionality would be helpful. One obvious example is to cover systematically a bbox selected from a Tasking manager instance.

The option to select / deselect the grid at the runtime with a shortcut would also improve the edit experience.
