Some missing tiles are blinking

I guess that I already saw a ticket about blinking tiles some time ago, but I don't remember the number.
See the attached video, please.

I have my local tiles on top of Bing (and there are no local tiles at this zoom level).
Sometimes I see some tiles alternating between black and Bing, on other tiles I can see a blinking hourglass.
Both can be seen at the video.

Maybe it could somehow be related with #13778?
