Layer dialogue keyboard shortcuts not consistent (?)

In the layers dialogue:
- shift-S + 1 toggles the topmost layer, while
- alt-1 toggles the bottom-most layer
Is this by design, or is this a bug? (On OS X.)

The alternative shortcut Shift-A + Number for activating a layer has the same numbering scheme as Shift-S.

This does seem to be by design: https://josm.openstreetmap.de/wiki/Shortcuts.
Would it be possible to add a setting to reverse the ordering?
