You removed the icon at https://josm.openstreetmap.de/wiki/Presets/OpenTollMap?action=history
Website and icon are accessible. Looks like this was an one time error.
The clickable icon links at jenkins are often wrong because it adds ,, ' or ] at the end of the link making the URL invalid. See e.g. the first two links and the penultimate link at https://josm.openstreetmap.de/jenkins/job/JOSM/1545/jdk=JDK8/testReport/org.openstreetmap.josm.gui.preferences.map/TaggingPresetPreferenceTestIT/testValidityOfAvailablePresets/

The website was completely dead, best thing is to attach icon to JOSM wiki to avoid same future issue.
