Registered toolbar action bug w/ ReportBugAction

When looking at the Java console after triggering #13051, I happened to notice a "registered toolbar action" bug the Bug reporting screen itself. It will only show up there after you hit the "Report Bug" button in the "Unexpected Exception" prompt window.

INFO: Registered toolbar action bug overwritten: org.openstreetmap.josm.actions.ReportBugAction gets org.openstreetmap.josm.actions.ReportBugAction

Hope this info can help narrow this minor bug down.

No. It is used in the About-Window as well.

As I understand, it should be fixed: in r10473, ReportBugAction has been instantiated both at MainMenu and BugReportExceptionHandler. Now, since r10649, the only instantiation place is MainMenu. The AboutAction uses that instance.
