I think we're talking about roadsigns plugin. Adding North American countries is a valid enhancement. But the plugin is unmaintained, so if you want those, you'll probably have to create XML files yourself, see the source there:

The plugin is maintained but I neither have the local knowledge nor the time to create roadsign-sets for each and every nation in the world. As stated on the wiki page, it is open for submissions.

If you are indeed talking about the road signs plugin: No, not unless someone creates a .xml file for these countries. So far I've received submissions from the Belgian, Spanish, Polish and Slovakian community.

Note, there is a preset and also a mappaint style, both called "Traffic Signs" available in the Map settings
