M hotkey should be default behaviour during node hover over another node

Description

This is what iD does (+/-) without any shortcuts.

During heavy topology changes this tool is one of the most frequently used/requested by (new) users. I think, we should drop keyboard shortcut to speed up mapping.

PS. "Ignore snapping" semantic is binded to Ctrl

You can merge nodes while dragging them by holding ctrl

With #22309, we might want to add a startup question asking the user if they want id-like behavior. If the user responds with 'Yes', set various settings so that some actions are generally similar to id. This option should be exclusionary with Expert Mode.

Possible additional actions:

  • Prohibit removal of the Tags/Memberships pane
  • Restrict OSM data download to a single layer
  • Add the iD style? It isn't ours, so that is kind of questionable.
  • Maybe add some kind of continous download functionality similar to iD (they download z16 tiles).
