Description
This is what iD does (+/-) without any shortcuts.
During heavy topology changes this tool is one of the most frequently used/requested by (new) users. I think, we should drop keyboard shortcut to speed up mapping.

PS. "Ignore snapping" semantic is binded to Ctrl

With #22309, we might want to add a startup question asking the user if they want id-like behavior. If the user responds with 'Yes', set various settings so that some actions are generally similar to id. This option should be exclusionary with Expert Mode
