route=horse causes confusing warning

What steps will reproduce the problem?

1. download a horse route, e.g. relation 901466
2. execute the validator

What is the expected result?

validator should be happy with this horse route

What happens instead?

if relation checker is on validator will give a warning "relation type is unknown"
