[Patch] New layer filter (opacity/gamma) dialog.

This reduces the number of buttons below the layer list by comparing the gamma + transparency sliders. This also allows us to use more settings in the future.

The image goes to images/dialogs/layerlist/visibility.png

Don't ask me why this was there in the first place... I did not find any uses but it seems to have been used some time ago.

Feel free to remove it.
